Abstract

Electoral integrity is a fundamental element of democratic governance because it promotes legitimacy, accountability, transparency, and political participation. This study examines electoral integrity and democratic governance in Indonesia through a qualitative Systematic Literature Review (SLR). The analysis focuses on Law No. 7 of 2017 on General Elections and the International Covenant on Civil and Political Rights (ICCPR) as the principal legal frameworks governing electoral rights and democratic participation. Using the PRISMA 2020 framework, relevant literature published between 2020 and 2025 was systematically reviewed. The findings indicate that electoral integrity strengthens democratic governance through political participation, transparency, accountability, and public trust. However, challenges related to misinformation, cyber threats, political polarization, and electoral disputes continue to affect electoral governance. The study concludes that strengthening electoral integrity remains essential for maintaining democratic legitimacy and democratic resilience in Indonesia.
