Abstract

Digital transformation has become a key element in the modernization of governance, including in the recruitment and development system of the State Civil Apparatus. This article aims to analyze how the Bangkalan Regency Government applies innovative governance principles in the digitalization of the Aparatur Sipil Negara recruitment and development process. The study uses a descriptive qualitative approach with secondary data analysis from official documents, agency reports, media coverage, and related academic literature. The results show that the Bangkalan Regency Government has implemented several digital innovations such as online recruitment, the e-Kinerja system, an Aparatur Sipil Negara dashboard, and digital training. This implementation encourages increased transparency, efficiency, and accountability in Aparatur Sipil Negara governance. However, challenges remain in the aspects of infrastructure, digital literacy, and technological independence. This study provides theoretical contributions to the digital governance literature and offers policy recommendations to strengthen bureaucratic digitization at the regional level.
